Russian forces appear to be shifting their operational focus on to Chasiv Yar in the northern area of Donetsk, in eastern Ukraine. Russia did not make any confirmed advances in the Avdiivka area for the first time in several days on Tuesday, analysts at the Institute for the Study of War noted, while Ukrainian sources reported that Russian forces conducted several more attacks in the Bakhmut-Chasiv Yar direction in recent days than around Avdiivka, in central Donetsk. "The Ukrainian General Staff's reports on Tuesday stated that Ukrainian forces had repelled a total of 47 Russian attacks in the Avdiivka direction and 57 Russian attacks in the Bakhmut direction throughout the day, notably a much higher number of attacks in the Chasiv Yar direction than Ukrainian sources have recently reported," the Institute for the Study of War noted Tuesday. "One day's worth of reporting is not sufficient to establish a pattern, but it may suggest that Russian forces are somewhat slowing down the rate of attacks around Avdiivka while re-committing to offensive pushes around Chasiv Yar, as ISW recently forecasted they would," ISW analysts said.

Washington, DC CNN —Americans racked up a record amount of credit card debt in 2023, soaring past a trillion dollars. “Consumers still have a lot of money left over to be able to spend, so the credit card data is often misinterpreted,” Russell Price, chief economist at Ameriprise Financial, told CNN. According to a LendingTree analysis of more than 350,000 credit reports, the average unpaid credit card balance was $6,864 in the fourth quarter. Overall, US household debt (including credit card balances) rose to a new high of $17.5 trillion in the fourth quarter, up 1.2% from the prior three-month period. So, while there certainly isn’t a shortage of economic hurdles bedeviling people’s budget — and credit card debt has surged — the big picture indicates that, so far, Americans (and their economy) remain healthy.

Top Democrats and Republicans in Congress on Tuesday released a $78 billion compromise they have reached to expand the child tax credit and restore three popular expired business tax breaks, but the package faces a challenging road to enactment in an election year. The plan includes $33 billion to partly extend a major expansion of the child tax credit that was initially beefed up for one year as part of the sweeping 2021 pandemic aid law, and another $33 billion to reinstate a set of expired business tax benefits related to research, business and capital deductions. It would also include an increase of a tax credit to encourage the development of low-income housing, tax relief for disaster victims and tax breaks for Taiwanese workers and companies operating in the United States. The package would be financed by reining in the employee retention tax credit, a pandemic-era program to encourage employers to keep workers on payroll that has become a hotbed of abuse. They have led an intensive round of discussions aimed at striking a compromise and pushing it into law in time for the start of tax filing season this month.
